Ballarat is the first community in Australia to pilot the Saturation Model, a coordinated, whole community approach to preventing gendered violence.
The model brings together schools, workplaces, clubs and local organisations to embed respect and equality in everyday life. It focuses on prevention and early intervention, ensuring that attitudes and behaviours which enable violence are challenged before harm occurs.
Preventing Gendered Violence – Global Evidence Review
Learn how the global evidence proves that higher intensity achieves greater impact with Respect Victoria’s Global Evidence Review commissioned by expert Dr Lara Fergus.

Ballarat has one of the highest rates of family violence in Victoria, around 60 percent above the state average. In recent years, the community has faced a tragic rise in incidents that has deeply affected families and neighbourhoods.
Out of this challenge has grown determination. The people of Ballarat called for a new approach that goes beyond response and focuses on prevention. The city’s strong community networks and readiness to act make it the ideal place to develop a model that can be shared across Victoria and beyond.
Respect Victoria is the Victorian Government’s authority for the primary prevention of family violence and violence against women. Its vision is a state where all people are safe, equal, and respected.
The Ballarat Foundation is a community foundation dedicated to tackling local disadvantage through collaboration, grants, and advocacy. Its work focuses on issues such as homelessness, food insecurity, mental wellbeing, and family violence prevention.
Together, these organisations are working to build a community-led model that inspires lasting change.
The Ballarat Foundation acknowledges the Wadawurrung people, the traditional owners of the lands and waterways in our region. We recognise their diversity, resilience, and the ongoing place that Aboriginal and Torres Strait Islander people hold in our communities. We pay our respects to the Elders, both past and present, and commit to working together in the spirit of mutual understanding, respect and reconciliation.
The Ballarat Foundation is committed to fostering a diverse, equitable and inclusive community where everyone is welcomed, respected and empowered to thrive.
