TAC L2P Program

The Ballarat Foundation proudly delivers the TAC L2P Program across the Ballarat, Hepburn, Golden Plains, and Moorabool regions. The L2P Program assists Victorian learner permit holders who do not have access to a car or supervising driver to gain the 120 hours needed to gain a probationary licence.

Get involved in the TAC L2P Program by signing up as a learner driver or volunteering as a mentor driver. Whether you're looking to gain your licence or help someone achieve theirs, it's a great way to support safer, more confident driving in our community.

The Ballarat Foundation is committed to creating environments where Aboriginal and Torres Strait Islander young people feel culturally safe, respected and valued. We are committed to ensuring that Aboriginal learner permit holders participating in our L2P program feel safe, supported and able to express their cultural identity. We recognise that cultural safety is an ongoing responsibility and we actively seek to listen, learn and improve our practices. 


For Learners: How the L2P Program Works

Eligible learner drivers are matched with a trained volunteer supervising driver mentor who will accompany the learner on drives each week using an L2P vehicle.

Eligibility criteria for learners

Learners need to meet the following criteria to join the TAC L2P program: 

  • Be between 16 and 23 years old 
  • Hold a current valid learner permit 
  • Have no access to a vehicle or a supervising driver 
  • Be an Australian citizen or newly arrived migrant (international students not eligible).

Waiting Period

The L2P program is in high demand and waiting times can be between 4-6 months. The waiting list is prioritised based on need against criteria set by the TAC.

Applications must be completed online through the VicRoads Portal.

For Volunteers: Become a Mentor Driver

You can help a young person gain independence and confidence! The L2P Program relies on volunteer mentors to supervise weekly drives. Just 2 hours a week can change someone’s life. You will receive training through a VicRoads trainer at the Ballarat Foundation offices. All you need is a current full driver’s licence.

Mentor Eligibility

To become a volunteer mentor, you must:

  • Be over 21 years old
  • Have a current, full Australian driver licence
  • Have a satisfactory full driver’s licence history
  • Be medically fit to drive
  • Have a valid volunteer Working with Children Check card
  • Undergo a National Police Check

We can assist you with the Working with Children Check and National Police Check which is free for volunteers.

  • Becoming a volunteer mentor
