Early childhood is one of the most critical periods in a person's life. The experiences and opportunities children have before the age of five shape their development, wellbeing, and success later in life.
In Ballarat, 96.1% of children are adapting well to a school environment, and 90.4% of caregivers regularly read to their children—positive signs of early development.
Despite these encouraging figures, 11.45% of children under five in Ballarat are considered developmentally at risk, which is 11.82% higher than the Victorian average. Some local areas experience more significant challenges than others, with Delacombe, Sebastopol, and Wendouree identified as suburbs with the highest rates of vulnerability.
Disadvantage in early childhood can have long-term impacts on a child’s education, social engagement, and mental and physical health.
The report identifies early childhood as one of Ballarat’s strengths, showing high preschool attendance and strong access to early learning and care.
Yet, some children continue to experience developmental vulnerability, particularly in pockets of disadvantage. Strong early learning foundations are critical to lifelong outcomes and our community’s commitment to supporting families, educators and services ensures that every child has the best possible start.
