Homelessness isn’t always what we picture - a person setting up a tent in a secluded park. It also affects those forced out of rental homes, couch surfing, or seeking refuge from domestic violence.
In Ballarat, despite some improvements in rental affordability, the rental market remains tight, with fewer dwellings being built and fewer properties available. One of the most alarming trends is the sharp rise in homelessness among women over 50, many experiencing it for the first time.
As housing pressures grow, more people are facing housing insecurity, struggling to find stable, affordable accommodation.
Data from the Vital Signs report paints a clear picture of housing stress across Ballarat, where rental availability is low and the cost of living is pushing more people into hardship.
Ballarat is facing critical housing pressure, with rental vacancies at less than 1% and building activity slowing. Rising costs and limited availability are putting significant strain on families, young people and those already experiencing hardship. Homelessness is increasing, and many are at risk of falling through the cracks. Addressing this crisis will require collaboration across all sectors to increase affordable housing options and support those most vulnerable to housing stress.

The Ballarat Foundation is committed to addressing the root causes of homelessness in our region. Through a dedicated sub-fund, we support initiatives that create long-term solutions to reduce homelessness in Ballarat.
In 2024, the Ballarat Foundation committed $150,000 to Community Care Centre Ballarat and the Ballarat Zero Project, both aimed at responding to homelessness over the long term.
