Understanding our impact

At the Ballarat Foundation, we believe lasting community change happens when local people, organisations and funders work together around shared goals and evidence-informed solutions. Our role is not only to provide funding and support programs, but to help strengthen the systems, relationships and opportunities that allow people and communities to thrive.

Our Social Impact Framework explains how we measure and understand the difference our work makes across the Ballarat region. It provides a clear structure that connects our mission, programs, grants and partnerships to the outcomes we want to see in the community over time.

The framework starts with our mission. From this, we have identified four Foundation Outcomes that describe the long-term changes we are working towards across the region. Under each Foundation Outcome sit a range of Focus Area Outcomes linked to the key issues we support and two cross cutting areas, being social connection and community-led solutions. Each focus area includes specific outcomes and measurable indicators that help us track progress and understand what is changing for individuals and communities.

This approach allows us to:
  • measure immediate and long-term impact
  • Understand what is working and where gaps remain
  • Use evidence and community feedback to improve programs and grant-making
  • Strengthen accountability to our donor partners and community
  • Build a shared understanding of the issues affecting the Ballarat region

Importantly, our framework recognises that meaningful change is complex and takes time.  By collecting data, listening to lived experience, and learning alongside our partners, we aim to support more coordinated, community-led responses that create lasting impact.

Our Focus Areas

We work on Wadawurrung land

The Ballarat Foundation acknowledges the Wadawurrung people, the traditional owners of the lands and waterways in our region. We recognise their diversity, resilience, and the ongoing place that Aboriginal and Torres Strait Islander people hold in our communities. We pay our respects to the Elders, both past and present, and commit to working together in the spirit of mutual understanding, respect and reconciliation.
